The assistance of two tugs (Supply vessels) with sufficient power to moor and unmoor large vessels are used. One tug required for pushing to position the ship's bow at the SPM Buoy, the other is made fast through a center fairlead aft, using ship's line (150m Length) where it remains throughout the loading operation. * Local Time Zone: GMT minus 5 Hours. * Berthing night and day, weather permitting, in open waters in Gulf of Morrosquillo. * Prior arrival 72, 48, 24 and 12 hours ETA notices required. * Port Authorities and Agent board vessel prior approaching maneuver. - The following Documents are required for free pratique: * Original Last Port Clearance * 4 Copies of Crew List and * 2 Copies Ship's stores Declaration * Maritime Declaration of Health * Personal Effects * Vaccination List * Bonded Stores * Ship's particulars Note: the number of copies of each document required may vary, depending on which officials come aboard. - Authorities also check for the following certificates: * Class * Safety Radio * Safety Construction * Safety Equipment * IOPP * Cargo Gear Book (at least 10 tones SWL) * De-rating * ISPS * A safety inspection by cargo loading master prior to berthing is compulsory. * Vessels must have a VHF Radio at the Cargo Control Room for use at all times during the loading operation, otherwise cargo loading master could suspend the operation. * A hawser will be made fast to the tanker and the maneuver will be handled by crew members. * A shore team will assist with the connection of the floating hoses to the tanker's manifold and remain on board at all times during the loading operation. * Manifold connections on port side. Ship's derrick / crane required for hoisting hoses. * Vessels are required to be inerted (Less than 8% oxygen). * Water Density 1015-1025, depending of Sinu River which empties into the gulf. * Accommodation cabins are to be provided for pilot, loading master, agency representative, pollution inspector and 2 cargo surveyors. Additionally, the shore rigging crew for hose handling and connections, will rest in the deck house keeping manifold watch during loading operation. * Shore Leave not permitted. * Emergency medical services are available if needed but not on a routine basis. * Repatriation can be arranged only at emergency situations. * Fresh water not available locally but could in an emergency be barged from Cartagena. * No Bunkers available locally but can be barged from Cartagena. * Garbage Disposal not available. * Waste oil and slops disposal can be arranged via barge from Cartagena. * No port radar service. * No dry dock facilities. * Minor repairs can be carried out at Cartagena. * Surveyors: ABS, BV, LR and DNV, available from Cartagena and Panama with sufficient notice. * Cargo Inspectors: Inspectorate, SGS, Saybolt, Caleb Brett. * As of July 1st 1998 all tankers arriving to Colombian ports must comply with SOLAS A.741 (18) ARTICLE III "DOCUMENT COMPLIMENT "INTERNATIONAL SAFETY MANAGER CODE (ISM CODE) Issued and registered by Class Society.
